Prince Emil is the second son of King Henrik III of Schwurstadt. He wasn't really expecting to rule his people. That was always what his older brother Ulrich was preparing for. One murdered brother later, it falls to Emil to be ready for the throne. He's never wanted it. He's watched as his father was slowly absorbed into the elite of society, despite his supposed desire to stay away from their money and influence. Emil knows that's all going to bear down on him the second he takes the throne. And for what? Why take the throne in the first place? He wouldn't hold any real power anyway. If he stepped a toe out of line against the elite, he would put his life in danger. 

Rather than make any real attempt to change these things, Emil cowers in paranoia, scared to act against those who seem to own him and fearing he will be sold out to his enemies without the support of the elite. As long as he plays his role properly, he has nothing to fear. He just hopes his rule will be the role they're expecting.
